西宁市、各自治州人民政府,海东行署,省政府各委、办、厅、局:为深入贯彻党的十六大精神,加快我省基层文化建设,用先进文化占领城乡阵地,根据《国务院办公厅转发文化部国家计委财政部关于进一步加强基层文化建设指导意见的通知》(国办发[2002]7号)和全国基层文化工作会议精神,结合我省实际,提出以下意见。一、指导思想和目标(一)基层文化建设的指导思想。以邓小平理论和“三个代表”重要思想为指导,以十六大精神为指针,以加快发展为主题,以建设先进文化和特色文化为主线,以州(地、市)、县(市、区)、乡(镇)为重点,以文化基础设施建设为突破口,建立与我省经济社会发展要求相适应的文化发展格局,努力满足广大群众日益增长的精神文化需求。(二)基层文化建设的目标。本着政府主导、因地制宜、分类指导的原则,积极引导社会参与,通过5至10年的努力,基本建成以州(地、市)级群艺馆、图书馆、博
