陕西省彬县南玉子乡高渠村5组和录长村1组均处泾河北岸,主要耕种河川水地。1966年泾河洪水暴涨,两村的河川地遭受严重冲毁,特别是高渠村5组被冲毁660亩河川地,下余的120亩被两股泾河水绕成一个夹心滩,多年来靠木船摆渡来经营这块土地。 1979年10月,这两个村民小组的群众在县水保站的协助下,在新开河槽中部最窄处筑起1座拦泥淤地坝,以后又逐年在老河道沿岸布设园盘丁坝12座。施工中,根据新河道出水口与主河道交汇处有一突出石山嘴的特定条件,将引洪淤地简化为打坝淤地。主体工程淤地坝设计坝高10米,平均长度102米,顶宽10米,底宽50米,碾压回填土方3.4万立方米,选定坝轴线距上游进水口1000米,距下游出水口740米,坝上蓄洪拦泥,坝下利用右嘴阻挡引起洪水回旋进行落淤,1980年夏收前,主体工程基本竣工,当年汛期淤地650亩。至1984年,前后三次共淤地794亩,其中上坝470亩,下坝324亩,坝上坝下淤地距坝顶高差分别为0.2～0.5米,拦泥总量达到397万吨。
