在现代政治社会中,稳定的政权必然具有执政的合法性。但是必须看到,在社会变迁过程中,任何政治体系都将程度不同地面临合法性危机问题。社会变革和转型时期是合法性危机的易发期。以人为本的科学发展观的提出,就是我党在新的历史条件下,防止合法性危机所作的积极努力,也是对执政合法性规律所作的重大探索。
In modern political society, a stable political power must have the legitimacy of being in power. However, we must realize that during the process of social change, any political system faces the issue of legitimacy crisis to varying degrees. The period of social change and transition is a crisis of legitimacy. The proposal of a people-oriented scientific concept of development is a positive effort made by our party under the new historical conditions to prevent a crisis of legitimacy and a major exploration of the law of the legitimacy of governing.
