人才流动既是一个古老的社会现象,又是一个永远充满新意的课题。人类社会历史的长河里,总能见到人才流动的航道。中国的人才流动近30年来虽然硕果累累,但是历史留下的阻力、现实存在的差距以及未来急切的需要,显现人才流动工作路途艰难,任重道远。中国市场经济的发展,社会事业的进步,国际化进程的加快,比任何时候都需要人才充分流动起来,通过优化配置,实现人才效用的最大化。
The flow of talent is not only an ancient social phenomenon, but also a subject that is always full of new ideas. In the long history of human social history, we can always see the fairway through which talents flow. Despite the fruitful results of the flow of talent in China in the past 30 years, the resistance left by history, the gap existing in reality and the urgent need in the future will make it a difficult and long-term task for the mobility of talent. The development of China's market economy, the progress of social undertakings and the acceleration of internationalization require the full mobilization of talents at all times and the optimization of allocation so as to maximize the effectiveness of personnel.
