一直以来,在各大媒体报道煤矿职工的奉献精神时,“煤矿工人节日不放假”“煤矿工人加班加点干”“煤矿工人坚持上满勤”等字眼随处可见。但有一点必须指出的是,在全社会大力提倡煤矿职工吃苦奉献的背后,是长久以来的对矿工休息权的淡忘和漠视。虽说《职工带薪年休假条例》早在2008年1月1日便已正式施行,但从实施的现状看,这一政策的落实却喜忧参半,对于很多煤矿一线职工来说,带薪休假仍然是一个欲说还休的话题。当前,受经济放缓、环境治理、产能过剩、进口煤冲击的影响,煤炭市场依然存在较大的下行压力。从形势上讲,
