国会-行政当局对华委员会(Congressional-Executive Commission on China)和美中安全评估委员会(United States-China Security Review Commission)是2000年美国给予中国PNTR之后,美国国会同期授权设立的两个针对中国的专门委员会,两者同是后PNTR时代美国国会促使中美经贸关系政治化的替代机制。本文追溯了其成立过程,分析了两者的各自特色和工作重点的不同,发挥影响力的途径和效果,指出了从中折射出的后PNTR时代美国国会和行政当局在对华问题上互动和制衡的新特点。
The Congressional-Executive Commission on China and the United States-China Security Review Commission were the two China-specific specialists authorized by the U.S. Congress over the same period after the United States gave PNTR to China in 2000 The Commission, both of which are the same post-PNTR US Congress to promote economic and political relations between the United States as an alternative mechanism. This paper traced back the process of its establishment, analyzed the different characteristics and priorities of the two and the ways and effects of exerting influence, and pointed out the interaction and checks and balances between the US congress and the administrative authorities on the issue of China in the post-PNTR era New features.
