为分析株洲市水系连通需求,首先从水系连通能提高城市防洪排涝能力、改善河湖水质、保障河流生态需水、保障城市供水安全、促进水生态文明城市建设及其不利影响六个方面阐释了水系连通的利弊;其次综合分析了株洲市现状防洪排涝能力、水质达标情况、生态缺水量、城市供水安全和水生态文明建设五个方面,得出了株洲市有必要实施水系连通的结论,可为株洲市水系连通的实施提供依据。
