制定兵团农业走出去发展规划,对于全面落实国家“一带一路”重大战略决策,切实发挥兵团“走出去”排头兵作用,具有重要意义。文章着眼兵团农业“走出去”面临的新形势新任务,结合兵团农业“走出去”的新情况新实践,论述了在制定发展规划过程中,需紧紧围绕“一带一路”建设新主题,牢固树立和落实新发展理念,站在国家战略、新疆大局和兵团全局高度找准新定位,最后从参与主体、区域布局、产业投放、合作领域等方面探讨了构建兵团农业“走出去”新格局。
