文章认为 ,由于体制性、市场性和观念性等多方面障碍的存在 ,致使我国上市公司的资本营运市场化受到严重阻碍 ,从而影响了资本结构的调整和资源的优化配置。要从根本上消除这些障碍 ,一是提高上市公司的质量 ;二是引进市场机制 ,减少行政干预 ,建立全国性和区域性相结合的多层次的产权市场体系 ;三是确立产权市场的法律地位 ,加强监督管理 ,防范交易风险 ;四是新的上市公司应实行普通股全额上市
