自21世纪初期,全面实施素质教育,推进基础教育课程改革成为了我国小学教育改革的核心。然而已逾十五年的改革却仍未改变知识是重心、讲授是主角、考试是指挥棒的旧况,改革陷入了“路径依赖”。深挖其表像发现推行改革的高成本、传统方式的自我强化及改革参与者对改革认同的缺乏是基础教育改革过程中“路径依赖”的主要成因。为有效的推进基础教育改革,应减少改革混乱、促成改革参与者的意识偏离并且及时、有效的进行改革评价,创造出实现改革的新路径。
Since the early 21st century, the full implementation of quality education and the promotion of basic education curriculum reform have become the core of our primary education reform. However, more than 15 years of reform have not yet changed the focus of knowledge, teaching is the protagonist, the exam is the old rule of the baton, the reform into a “path dependence.” Digging through the table to find that the implementation of the reform of high costs, the traditional way of self-reinforcing and reform of the participants lack of recognition of the reform process is the basic education reform “path dependence ” of the main causes. In order to effectively promote the reform of basic education, the reform chaos should be reduced, the awareness of the participants in the reform should be deviated, and the evaluation of reform conducted in a timely and effective manner so as to create a new path for the reform.
