社区建设水平的提高,社区服务领域的拓展,很大程度上取决于社区居委会自治功能的充分发挥。而妨碍社区居委会自治功能充分发挥的一大制约因素,就是社区居委会承担了大量的行政性事务及超出其自治范围的经济和社会管理事务。 据我们近期对苏州市社区的调查,虽然各级党委和政府采取了许多措施减轻居委会负担,但居委会工作负担仍然突出地表现为“四个多”:一是各级政府部门及街道向社区居委会布置的工作任务多;二是需要社区居委会盖章证明的具体事项多;三是各类创建活动和检查、考核事项多;四是老新村基础设施落后引发的矛盾纠纷多。 The improvement of the level of community construction and the expansion of community service areas depend to a large extent on the full play of the autonomy function of community committees.
