2014年3月4日,中国科协与吉林省人民政府在北京正式签订了《落实全民科学素质行动计划纲要共建协议》。中国科协常务副主席、党组书记、书记处第一书记申维辰会见吉林省委副书记、省长巴音朝鲁一行并进行座谈。签约仪式由中国科协党组成员、书记处书记徐延豪主持,中国科协党组成员、办公厅主任吴海鹰出席签约仪式。根据协议,吉林省政府与中国科协将通过开展公民科学素质建设共建工作,落实公民科学素质建设的目标责任,建立完善监测评估和支持制度,充分调动各地各部门实现公民科学素质建设目标的积极性、主动性和责任感,使吉林省到2015年实现本辖区公民具
