为了保障整个保险业的正常运作,将巨灾风险向再保险市场转移是分散巨灾风险的方法之一。从目前实践来看,各省市未形成统一的巨灾风险再保险分散机制,北京市政府同意承担160%以上赔付率的无限超赔责任,河南省承担赔付率200%~300%赔付率之间责任的一部分,但更多省市政府未明确其赔付责任。对于高额的赔付必须进行有效的再保险费率厘定,才能使农业再保险在巨灾风险下有效运转。以河南省小麦为例,按照河南省2012年河南省农作物风险控制方案对再保险费率进行厘定并给出政策建议。
In order to ensure the normal operation of the entire insurance industry, the transfer of catastrophe risk to the reinsurance market is one of the ways to disperse the catastrophe risk. From the current practice point of view, all provinces and cities did not form a unified mechanism for catastrophe risk reinsurance dispersion. The Beijing municipal government agreed to bear the responsibility of exceeding the limit of over 160% of the claims and Henan Province assumed the responsibility of paying the losses between 200% and 300%. Part of the province, but more provinces and municipalities is not clear its responsibility to pay. For high reimbursement, a valid reinsurance rate must be determined in order to make agricultural reinsurance work effectively under the catastrophe risk. Taking Henan Province as an example, the rate of reinsurance premiums was determined according to Henan Province’s crop risk control plan in 2012, and policy suggestions were given.
