日前,公安部就《消防安全责任制实施办法(征求意见稿)》向社会公开征求意见。意见稿进一步明确了地方政府、相关行业部门和社会单位的消防安全责任,要求对不履行或不按规定履行消防安全职责的单位和个人依纪依法严格追责。意见稿明确,地方各级政府全面负责本地区消防工作,政府主要负责人是第一责任人,班子其他成员对分管范围内的消防工作负领导责任。 Recently, the Ministry of Public Security solicited opinions from the public on the Measures for the Implementation of Fire Safety Responsibility System (Draft for Comment). The draft further clarifies the fire safety responsibilities of local governments, relevant industry departments and social units and requires that units and individuals that do not perform or fail to perform their fire safety duties be strictly responsible according to the law. The draft is clear that local governments at all levels have overall responsibility for fire prevention work in the region. The chief responsible person of the government is the first responsible person and the rest of the team is responsible for leading the fire service within the scope of the responsibility.
