科技兴市深入实施。1991年跨入了全国首批12个科技兴市试点城市行列。1995年,被评为全国首批科教兴市先进城市。1996年,所辖县市区全部跨入全国科技工作先进县和全国科技实力百强县行列,在全省率先实现了两个“满堂红”。 攻关开发成果丰硕。全市共取得重要科技成果737项,是建市前38年总和的1.4倍。获得市以上各类科技奖励585项,全市专利申请量达到1250件,年均增长48％。批准量901件,年均递增40％以上。
