电信诈骗是随着我国经济社会发展到一定阶段所出现的一种新类型的诈骗行为。近年来,电信诈骗愈演愈烈,已成为一个严重的社会问题,极大地侵害了公民财产权,严重破坏了社会经济秩序。①本文主要通过对电信诈骗行为特征、本质等问题进行分析,进而阐述当前我国电信诈骗防控体系所存在的三大缺陷,最后提出完善电信诈骗防控体系的路径及其相应对策。
Telecom fraud is a new type of fraud that occurs with the development of our country’s economy and society to a certain stage. In recent years, the intensification of telecommunications fraud has become a serious social problem that has infringed upon citizens’ property rights and severely damaged the social and economic order. ①Through the analysis of the characteristics and essence of the telecommunication fraud, this paper elaborates the three major shortcomings of the current telecommunications fraud prevention and control system in our country, and finally puts forward the path of perfecting the telecommunication fraud prevention and control system and corresponding countermeasures.
