1978年末,我区恢复建立了档案工作机构。开始由于人手少,工作多,感到压力很大。后来我们办业务讲座,还抽出时间到一些基层单位去指导,费力不小,但工作进展不大。主要原因是基层单位多,各行业各系统都有自己的特点。我们讲业务课只能讲授一些档案工作的基本理论和方法,不能和每个单位的具体情况结合得那么紧密。而且绝大多数的基层档案干部都是身兼数职,工作很忙,调动又较频繁,缺乏工作经验和实际工作能力,适应不了档案工作的需要,所以工作起来常常出现力不从心的现象。他们迫切要求我们在指导工作中能及早地拿出各种具体直观的样板来作为参考和借鉴。
