本文运用广义基础设施的概念,指出西部民族区域开发的根本出路在于基础设施建设———但不是传统的“经济基础设施”,是包括制度基础设施和社会基础设施在内的广义基础设施。文章认为不管是西部大开发还是西部民族区域开发,成功的关键在于制度基础设施与物质基础设施的协调发展。 By using the concept of generalized infrastructure, this paper points out that the fundamental way out for the development of the ethnic minority areas in western China lies in the infrastructure construction --- not the traditional “economic infrastructure” and the broad infrastructure including the institutional infrastructure and social infrastructure. The article argues that the key to the success of the development of the western region and the western minority areas lies in the coordinated development of institutional infrastructure and material infrastructure.
