为更好地贯彻科学技术为国民经济建设服务的方针,根据第五次全国科技情报工作会议和全国地、县科技情报工作会议精神,为疏通情报渠道、加快情报传递,把科技情报工作的着重点放到农业方面来,促进粮食生产、多种经营、提高单产、综合利用、深度加工和地方工业等发展做好情报服务工作,经东北三省地区级科技情报部门协商,决定于1982年8月25日在黑龙江省黑河市召开“东北三省地区级科技情报网”成立大会。
