在2017年3月的总理《政府工作报告》中,作为全年政府工作纲领性文件,李克强总理再次强调了三四线城市去库存的重要性。得益于国家前期“双降政策”的刺激,我国不仅一二线、甚至三四线城市也成为去库存工作的主战场。在一二线城市挤出效应的影响下,如何积极推动三四线城市形成经济聚集效应,切实提高三四线城市的房屋居住效力,构建房地产长效机制。弱化房子的金融属性,逐渐回归消费品导向的商品属性,去库存和去泡沫工作并举,打造需求为导向的良性房地产市场,推动国民经济平稳健康发展。
