发展是当今世界的主题,也是当代中国的主题。党的十六大强调指出,贯彻“三个代表”重要思想,必须把发展作为党执政兴国的第一要务。这个重要论断,对于全面建设小康社会、加快推进社会主义现代化,开创中国特色社会主义事业新局面具有重大的理论意义和现实意义。一、深刻认识发展是党执政兴国的第一要务重要论断的重大意义发展是党执政兴国的第一要务这个重要论断,是江泽民同志在“5·31”重要讲话中首次提出的。在十六大报告中,江泽民同志进一步指出:“贯彻‘三个代表’重要思想,必须把发展作为党执政兴国的第一要务,不断开创现代化建设的新局面。”他强调:“党要承担起推动中国社会进步的历史责任,必须始终紧紧抓住发展这个执政兴国的第一要务。”
