文章在分析政府信息商业性再利用管理模式含义的基础上,从管理目标、管理方式和管理体制三个角度提出了政府信息商业性再利用管理模式的八种类型。从管理目标看,包括“追求经济效益最大化”管理模式和“追求社会效益最大化”的管理模式;从管理方式看,包括许可授权管理模式、“许可和开放存取”相结合的管理模式以及法规和项目双轮驱动的管理模式;从管理体制看,包括集权管理模式、分权管理模式和混合管理模式。
Based on the analysis of the meaning of the management model of commercial reutilization of government information, the article puts forward eight types of management modes of commercial reutilization of government information from three aspects: management objectives, management methods and management system. From the perspective of management objectives, including the “pursuit of maximization of economic benefits” and “the pursuit of the maximization of social benefits,” the management model; from the management perspective, including license authorization management model, “permit and open access ”A combination of management and regulations and projects two-wheel-driven management model; from the management system, including the centralized management mode, decentralized management mode and mixed management mode.
