第一章总则第一条为加强公共安全技术防范管理,保障国家、集体财产和人民生命财产安全,根据有关法律、法规,结合我省实际,制定本办法。第二条本省行政区域内公共安全技术防范产品(以下简称技防产品)的生产、销售、安装、使用和公共安全技术防范工程(以下简称技防工程)的设计、施工、使用,均适用本办法。第三条本办法所称公共安全技术防范是指运用科学技术手段预防和制止盗窃、抢劫、破坏、侵害等违法犯罪行为,维护公共安全的活动。技防产品是指用于技术防范活动,具有入侵探测、防盗报警、出入口控制、安全检查等功能的专用设备。技防工程是指以维护公共安全为目的,综合运用技防产品所组成的安全防范系统。第四条公安机关是公共安全技术防范的主管部门,工商行政管理、建设、技术监督等行政管理部门按照各自职责,做好公共安全技术防范管理工作。第五条城市规划和建筑设计部门应将公共安全技术防范设施纳入规划和设计规范,规定范围内的新建、改建、扩建工程的总体设计中,均应包括公共安全技术防范设施,列入预算。
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant laws and regulations and the actual conditions in our province in order to strengthen the prevention and control of public safety technologies and safeguard the life and property of the State, collectively owned properties and people. Article 2 The design, construction, use and application of the production, sale, installation, use and prevention of public safety technologies (hereinafter referred to as the artesian defense technologies) of the public security technology prevention products (hereinafter referred to as the technical prevention products) in the administrative regions of this province shall apply Method. Article 3 The “prevention of public safety technologies” mentioned in the present Measures refers to the use of scientific and technological means to prevent and stop the criminal activities such as theft, robbery, destruction and infringement, and to safeguard public security. Anti-technology products are used for technical preventive activities, with intrusion detection, burglar alarm, entrance control, safety inspection and other special equipment. Anti-technology project refers to the maintenance of public safety for the purpose of comprehensive use of anti-technology products consisting of security system. Article 4 The public security organ shall be the competent department of technical public safety precautions. The administrative departments for industry and commerce administration, construction and technical supervision shall, in accordance with their respective functions and duties, be good at preventing and managing public safety technologies. Article 5 The urban planning and architectural design department shall include the public security technology preventive facilities into the planning and design specifications, and the overall design of the new, remodeled and expanded projects within the prescribed scope shall include the public security technology preventive facilities and put them into the budget.
