根据中央企业分工的决定,卷烟业务已于一九五三年元月一日划归专卖事业公司经营,三月以来已获得初步成绩,但严重的库存积压,仍是当前急待解决的根本问题。据最近统计我省当前卷烟库存相当于全年销售任务总额的四分之一,占压资金超过定额一倍,不但直接阻碍着卷烟产销业务之进展,且因经济核算制不能贯彻,国家计划不能保证,将严重影响到国家税收和祖国建设事业的统一进行。这种现象的形成,一方面是由于在一九五二年的经营中存有极大的盲目性(如不根据需要量盲目要货不选择品种等)主要是专卖部门接办后业务生疏缺乏广泛而深入的宣传工作所致。因此组织大力推销现存卷烟减少库存积压,抽出资金投入祖国建设,已成为当前各级领导对加强专卖工作的中心环节,也是有重要政治意义的任务。为此特作如下指示:一、加强现存卷烟品种的宣传工作克服名牌思想,目前我省纸烟销售情况,一方面是畅销烟如绿叶、顺风、金枪、蜜蜂、恒大等、由于生
