拉美地区有着深厚的资源民族主义思想传统和丰富的政策实践,往往对外国在该地区的资源投资产生较大的负面影响。拉美资源民族主义主要表现为国家对资源实施管控、单方面改变投资协议或法律框架、对外国投资企业设置更多限制以及土著民族对资源权利的诉求等。近年来,随着中国在拉美地区资源投资不断增多,投资安全问题受拉美资源民族主义思潮和政策的影响也日益加重,中国国家主导性投资遭受质疑,中国企业在一些拉美国家的投资项目遭受挫折或损失。对此,中国应通过积极的公共外交改变拉美国家对中国投资的负面认知,提高环境和劳工标准,通过合作方式减少文化障碍和规避政策风险。
Latin America, with its deep tradition of resource-nationalist ideology and rich policy practice, tends to have a large negative impact on foreign investment in resources in the region. Latin American resource nationalism mainly manifests itself in the state’s control of resources, unilateral changes in investment agreements or legal frameworks, the establishment of more restrictions on foreign-invested enterprises and the appeal of indigenous peoples to resource rights. In recent years, with the increasing investment in resources in Latin America, the issue of investment security has also been aggravated by nationalist trends and policies of Latin American resources. Chinese state-led investment has been questioned, and Chinese enterprises have suffered setbacks in some Latin American countries Or loss. To this end, China should change Latin American countries’ negative perception of China’s investment through positive public diplomacy, raise environmental and labor standards, reduce cultural barriers and avoid policy risks through cooperation.
