“七·七”卢沟桥事变,是日本帝国主义全面入侵我国的开始。早在北平沦陷之前,鉴于“九·一八”事变之后我东三省图书馆轻易陷敌,大量珍贵图书资料被敌劫夺的教训,中华图书馆协会于1934年年会时,曾呈请教育部指示各地区图书馆采取措施,紧急转移,保护珍善本图书。不久国立北平图书馆便计划在北平西南山区房山建造临时疏散馆舍,以避不测,继而又将该馆善本甲、乙库几千种珍善本图书南运至上海公共租
