一、凤翔灌区基本情况 凤翔灌区始建于1956年,位于黑龙江省萝北县境内,是鹤岗市辖区内最大的一处自流灌区,灌区内含东明朝鲜族乡的10个村屯,乡政府驻地在灌区内。灌区设计总面积3.35万亩,设计净灌面积 3万亩,现实灌溉面积仅为2.4万亩。灌区有两个渠首,从两个流域的河流引水,一是烟筒山渠首,从松花江的一级支流嘟噜河引水,该渠首始建于日伪时期,拦河坝由原来的插柳坝发展到现在的堆石坝,且年久失修,水毁严重,每年都要投入大量的人力、物力进行维修,设计灌溉面积2.7万亩,实际只能达到2万亩;二是鸭蛋河渠首,从黑龙江一级支流鸭蛋河引水,设计灌溉能力1.5万亩,实灌面积为4 000亩。灌区内斗渠以上各级用水渠道45条,总长139公里,各类构筑物223座。
