国内外对于在小学普遍开设外语课始终存在广泛争议,争议的实质是对小学外语课程价值的怀疑。事实上,小学外语课程的开设源于其对社会和个人所具有的工具价值和内在价值。对于小学外语课程的价值应达成的共识,一是外语学习在人一生的学习中会有许多侧面,不同时期需要不同层次的语言教育;二是社会的发展对个人提出外语素质的新要求,这需要我们扩大理解基础教育的内涵。小学外语课程发展是一个价值发现的过程。
At home and abroad, there is always widespread controversy over the establishment of foreign language courses in primary schools. The substance of the controversy is the suspicion of the value of primary foreign language courses. In fact, the opening of foreign language courses in primary schools stemmed from their instrumental and intrinsic value to society and individuals. The consensus reached on the value of foreign language courses in primary schools is that there are many sides to foreign language learning in the study of one’s life and different levels of language education in different periods. Second, social development requires new individual requirements for the quality of foreign languages. We need to expand our understanding of the basic education. The development of primary foreign language curriculum is a process of value discovery.
