市场化改革成效初显基础管理得到夯实。制度是企业实施基础性、根本性和长远性管理的重要依据。中铝宁夏能源集团对涉及一级24个、二级106个和三级71个管理制度进行了重新修编和流程再造,构建了一套符合公司实际,涵盖计划、财务、基建、生产、科技等管理门类的制度体系,制定了煤炭、火电、新能源发电等产业的对标管理办法,确定了对标考核参数,全面实现了与市场和行业的对接。按照全面风险管理的要求,公司初步完成了内部整改,内控管理更加科学、规范。
