《畜禽规模养殖污染防治条例》由国务院2013年11月11日发布,自2014年1月1日起施行。是我国首部农业和农村环保领域国家级行政法规,是农村和农业环保制度建设的里程碑。根据四川省农业厅厅务会会前学法、学政策、学知识制度,2017年7月14日,四川省农业厅畜牧业处在厅务会上就《畜禽规模养殖污染防治条例》的立法背景、目的和主要内容向大家做了政策解读和全面汇报。现刊载如下:
Regulations on the Prevention and Control of Livestock Scale Breeding Pollution were promulgated by the State Council on November 11, 2013 and implemented as of January 1, 2014. It is the first administrative law of our country in the field of agriculture and rural environmental protection and a milestone in the construction of the rural and agricultural environmental protection system. According to Sichuan Provincial Department of Agriculture Chamber of Commerce pre-school law, learning policy, learning knowledge system, July 14, 2017, Sichuan Provincial Department of Agriculture Animal Husbandry Office in the Chamber of labor on the “livestock breeding scale pollution control regulations” Legislative background, purpose and main content to make a policy interpretation and comprehensive report.
