网络问责标志着草根话语权的兴起,打破了传统话语霸权,使公众问责政府的声音得以放大并被倾听。网络问责犹如一把双刃剑,在发挥监督公共权力的同时,由于缺乏规范和秩序,也同样成为舆论暴力场和侵权行为的重要推手。本文主要从网络问责的载体和特征出发,阐述网络问责的风险并分析其原因,进而提出规范网络舆论,实现问责有序化、规范化的对策建议。一、网络问责的概念及风险特征所谓网络问责,广义上讲,指公民通过网络这一平台对政府及其行政人员就其因职务而承担的责任和义务,以及对非政府组织、私人组织及普通公民对社会承担的遵守“公序良俗”的责任的履行情况进行质询并要求其承担否定性后果的活动。
Network accountability marks the rise of grassroots discourse rights, breaking the traditional discourse hegemony and amplifying the public accountability government’s voice and being listened to. While network accountability is like a double-edged sword, it also plays an important role as a promoter of media brutality and infringement because of its lack of norms and order. Based on the carrier and characteristics of network accountability, this paper expounds the risk of network accountability and analyzes its causes, and then puts forward countermeasures and suggestions on how to standardize the network public opinion and achieve the orderly and standard accountability.
