On September 27, 1992, a Swiss citizen voted to spend billions of dollars building two railway tunnels through the Alps. On October 22, 1991, the European Community signed an agreement with the European Free Trade Association that Switzerland participated in to establish the European Economic Area in Luxembourg. In its negotiations with the European Community, Switzerland promised to expand its transport capacity for highways and railways, building the two railway tunnels that crossed the Alps as an important part. The final delivery of the project is scheduled for 2004 and 2010 respectively. By then, it will greatly shorten the train from Western Europe to southern Europe, now, from Basel on the northern border of Switzerland to Chiasso adjacent to Italy, the train needs to run for 4 hours and will be shortened to 1 hour and 45 minutes in the future. The investment in this project is quite large, requiring about 14.5 billion Swiss francs (about 11 billion U.S. dollars) and may eventually exceed 20 billion
