在2006年《企业会计准则——基本准则》中，权责发生制从会计信息质量特征调整为独立企业会计核算的记账基础，明确了收入和费用归属时期的判断标准不是实收实付，充分肯定了应收应付的核算地位，即承认了收入和费用的确认时期和收付时期会存在不一致性，可见费用的跨期确认属于企业客观存在的日常业务。
