2012年7月,远在海南的成美慈善基金在民政厅的批复下完成公募基金会的转型。2013年10月30日,作为非公募基金会的北京新阳光慈善基金会正式获得公募资,成为北京地区第一家从非公募转向公募的基金会。上海、广州等地方政府出台了募捐条例,释放民间组织的募捐权利,为民间组织突破原有公募壁垒提供了强有力的政策支持。
In July 2012, Cheng Mei Charitable Fund in Hainan completed the transition of public foundations with the approval of the Civil Affairs Department. On October 30, 2013, Beijing New Sunshine Charity Foundation, a non-public foundations, officially became public fund-raising and became the first foundation in Beijing to shift from non-public to public offering. Shanghai, Guangzhou and other local governments introduced fund-raising regulations to release non-governmental organizations’ fund-raising rights, which provided powerful policy support for non-governmental organizations to break through the existing public offering barriers.
