西藏地域广阔 ,生态环境脆弱 ,水土流失治理难度大 ,生态环境的好坏直接影响长江、黄河的长治久安。在实施西部大开发战略中 ,应尽快建立健全本区水土保持机构 ,充实科技人员 ,增强干部、群众的水土保持国策意识和可持续发展观念 ,加大预防保护力度 ,依靠大自然自身修复能力恢复生态 ,加强生态用水调配 ,促进植被重建。
With a vast territory, fragile ecological environment and difficult soil and water conservation, the ecological environment has a direct impact on the long-term stability of the Yangtze River and the Yellow River. In carrying out the strategy of developing the west, we should establish and improve soil and water conservation agencies in our region as soon as possible so as to enrich scientists and technicians, enhance the awareness of state and national policies and the concept of sustainable development of soil and water conservation by cadres and the masses, increase prevention and protection and rely on the restoration of nature’s own resilience Ecology, strengthen the deployment of ecological water, promote vegetation reconstruction.
