以大小兴安岭国有林区为对象,研究了在国有林区存在的“政企不分”、“事企不分”等管理体制问题。国有林区的发展还远没有取得预期的结果,林区的“两危”问题还没有得到根本性解决。在回顾了有关国有林区管理体制问题研究的相关文献后认为,虽然理论界和实际工作者也认识到管理体制存在的问题,但对于如何解决这些问题还存在不同认识,对于改革管理体制问题的重要性还缺乏必要的认识。在国有林区未来的发展进程中,管理体制改革是基础,资源管理是核心,投入是保障。建议国家集中一定的财力解决制约国有林区发展的管理体制问题。
Based on the state-owned forest area of Xinganling, the author studies the problems of management system in the state-owned forest area, such as “regardless of the level of government and enterprises” and “regardless of level of affairs”. The development of state-owned forest areas is still far from achieving the expected results. The issue of “two crises” in the forest areas has yet to be fundamentally resolved. After reviewing the relevant literature on the research of the management system of state-owned forest area, it is considered that although the theoretical circles and the actual workers also recognize the problems existing in the management system, there are still different understandings on how to solve these problems. For the reform of the management system Importance is lacking the necessary knowledge. In the process of the future development of state-owned forest areas, the reform of the management system is the foundation. Resource management is the core and investment is the guarantee. It is suggested that the state should concentrate its financial resources on the management system that restricts the development of state-owned forest areas.
