一、一九五三年全国各级文教部门领导或进行基本建设工作,应遵照政务院财政经济委员会(52)财经计建字第二十四号命令所颁『基本建设工作暂行办法』办理;兹为适应文教系统实际情况,拟订本规定补充之。二、本规定适用范围为全国各级文教部门以国家投资或拔款举办的基本建设(包括建筑安装工程,机器设备及属于固定资产的用品的购置及其他基本建设工作)。
I. In 1953, the leadership and undertaking of basic construction work by cultural and educational departments at all levels throughout the country shall be in accordance with the Interim Measures for Capital Construction promulgated by Financial and Economic Committee of the State Council (52) In order to adapt to the actual situation of the culture and education system, this regulation is formulated. II. The scope of application of the present Regulations covers the capital construction (including the construction and installation works, machinery and equipment and the acquisition of other fixed assets belonging to fixed assets and other capital construction work) organized by the cultural and educational departments at all levels in the country under state investment or disbursement.
