农村环境是我国环境的一个重要组成部分。我国农村环境污染问题日益严重,主要有:化肥、农药、农用薄膜等化学品造成的污染;乡镇企业的污染;规模化畜禽养殖业废弃物的污染;农民生活污水和生活垃圾的污染;城市的生活垃圾向农村延伸等等。防治农村环境污染应采取的法律对策主要有:通过立法确认公民环境权;增强农民的环保意识;健全环保法律体系,加强其统一协调性;建立农村生态效益补偿机制等等。
Rural environment is an important part of our environment. The problem of environmental pollution in rural areas of our country is getting worse day by day. The main problems are: pollution caused by chemical fertilizers, pesticides and agricultural films; pollution by township and village enterprises; pollution by large-scale livestock and poultry farming waste; pollution by farmer’s domestic sewage and domestic garbage; The garbage extends to the countryside and so on. The legal measures to be taken to prevent and control rural environmental pollution are: to confirm the environmental rights of citizens through legislation; to enhance farmers’ awareness of environmental protection; to improve the legal system of environmental protection and to strengthen its unified coordination; and to establish a compensation mechanism for ecological benefits in rural areas.
