According to the Journal of Chemistry and Engineering, the budget for the R & D program in the 1996 draft fiscal budget submitted by President Clinton is not too bad compared to the rest of the federal government. Although other projects cut a total of 4.3 billion U.S. dollars, the Clinton administration also tried its best to increase its research and development budget by 169 million U.S. dollars to 72.9 billion U.S. dollars. In spite of this, the investment in research and development is almost at the same level as last year. In fact, if the inflation is taken into account, the budget has also dropped. However, Clinton's budget has brought about steady growth in two major fields of science and technology: basic sciences and technology-industry cooperation programs
