区域经济发展的非均衡性是经济发展的普遍规律,非均衡的发展,会引起社会利益失衡,诱发矛盾和冲突。非均衡的发展模式,影响了藏区群众当前经济社会文化利益的实现,对构建和谐社会有消极影响,建设藏区和谐社会,应该走包容性的经济社会发展道路,建立包容性的文化发展模式。
The unbalanced development of regional economy is a universal law of economic development. Unbalanced development will cause unbalanced social interests and induce conflicts and conflicts.
