工作流程长、衔接性强是投资管理工作的特点。分公司老区改造、安全、生产及房屋维修等工程项目从立项到完成结算一般经历规划设计、施工、设备物资采购、竣工结算4个关键环节,涉及油田公司上级业务部门:规划计划部、开发部、财务部等;分公司相关部门规划计划部、研究所、基建管理中心、输油物资供应站、设备物资部、质量安全环保部、生产运行部等多个业务部室。因涉及门类众多,一旦哪个环节出现兼顾不全的现象,必将影响施工质量,施工和结算进度或造成项目超投资。
