The author David E. Banager has served EMD company in the United States for 37 years, has been engaged in locomotive emission reduction compliance work since 1991, the current EMD company motorcycle emission standards manager. On behalf of EMD, he is involved in the development of the United States Environmental Protection Agency (EPA) Locomotive Emissions Regulations. This article describes the EPA recently promulgated the CFR Part 1033 locomotive emissions regulations, and with the previous CFR Part 92 locomotive emissions regulations were compared. The authors predict the significant impact that the new emissions regulations will have on locomotive manufacturers and railroad companies, as well as several examples of newly developed and EPA-approved products for energy-saving emission reduction shunting locomotives.
