回顾了我国核电的发展历程,总结了改革开放以来我国核电产业取得的成就以及经验教训,提出了今后发展我国核电产业的措施和建议。指出我国的核电在20世纪80年代的第一轮发展中确立的“引进加国产化”的路线,目前已经初步掌握了百万千瓦级核电机组的建设和运行技术,2007年底我国建成和在建的核电装机容量为1 696.8万kW。我国的核电管理体制经过多次反复目前已从军工部门分离出来,特别是采用的以核养核滚动发展的战略取得了良好的效果,今后国家相关部门还应当进一步理顺我国的核电产业的机制。对于目前正在进行的新一轮引进工作,分析了AP1000技术引进项目可能存在的经济和政治风险,建议在引进先进技术的同时,还应当在我国已有的核电基础上扎实地做好消化吸收以及自主技术创新。
Reviewed the development of nuclear power in China, summarized achievements made by China’s nuclear power industry since the reform and opening up, as well as experiences and lessons learned, and proposed measures and suggestions for the future development of China’s nuclear power industry. Pointed out that China’s nuclear power in the first round of development in the 1980s established the “introduction of plus production” line, has initially mastered the construction and operation of 1 million kilowatt-class nuclear power plant technology, by the end of 2007 our country completed and The installed capacity of nuclear power under construction is 19,668,000 kW. China’s nuclear power management system has been separated from the military sector for many times now. In particular, the nuclear power development strategy adopted by the nuclear power plant has achieved good results. In the future, relevant state departments should further rationalize the mechanism of the nuclear power industry in our country . As for the new round of introduction currently under way, the possible economic and political risks of the AP1000 technology introduction project are analyzed. It is suggested that while introducing advanced technologies, we should also do a good job of digestion and absorption based on the existing nuclear power in our country and Independent technological innovation.
