随着粮食购销市场放开,非保护价粮食收购资金供应与管理工作逐渐成为粮油贷款业务的主体,对此,笔者就新形势下如何做好非保护价粮油贷款管理工作谈点粗浅的看法。一、非保护价粮油贷款管理中的难点(一)信贷政策把握难度加大。“以销定贷、以效定贷”原则在具体操作中较难把握。收购旺季,粮食收购量大且时间集中,销路难以确定,即使签定了销售合同,也多为意向性的,合同履约率不高,较难保证做到“以销定贷”;粮食市场价格很难准确把握,即使坚持“以效定贷”的原则,也仍然存在一定的风险。
