如何按照建立社会主义市场经济体制的需要,使事业单位整体发展成为推动社会政治、经济、文化体制良性运行、相互促进的主体者之一?如何通过管理运行机制和管理方式的变革,使事业单位本能地实现同国民经济和社会的协调发展?对这些问题的回答,必将成为能否顺利实现十四届五中全会提出的远景目标的关键性命题之一。很显然,仅仅提出进行“事业单位改革”是很不够的。我们应该将中国的现代事业制度推到历史发展的前台了。
