主任、各位副主任、秘书长、各位委员:市十一届人大常委会第二十七次会议,对市人民政府提出的《上海市实施〈中华人民共和国大气污染防治法〉办法(草案)》(以下简称办法草案)进行了审议。委员们认为,为了保护和改善本市的大气环境,制定本办法是必要的。同时,委员们对本办法与大气污染防治法的关系,根据本市实际细化上位法的规定以增强办法的可操作性,以及合理设定法律责任等问题,提出了修改意见。会后,法制委员会、法制工作委员会对委员们的意见作了认真研究,将办法草案印发各区县人大常委会、部分市人大代表以及
