On January 12, 2005, the Ministry of Health issued a circular to the Health Departments (bureaus) of the provinces, autonomous regions, and municipalities directly under the Central Government and the Health Bureau of the Xinjiang Production and Construction Corps on the development of human-assisted reproductive technology supervision and inspection in Shandong Province. From August to September 2004, the Department of Health of Shandong Province took the lead in carrying out “two procedures” in accordance with the relevant provisions of the Measures for the Administration of Human Assisted Reproductive Technology and the “Administrative Measures for Human Sperm Banks” (hereinafter referred to as the “two measures”).
