近年来,各地都开展了改革初中办学模式的实验,有的已初见成效。但另有许多地方却收效甚微。出现这种状况固然有许多方面的原因,但改革只是考虑社会经济发展的需求以及教育自身条件而忽视了对国民教育意向的探讨,不能不是一个重要原因。所谓“国民教育意向”是指国民对教育方面的认识和态度,具体表现为国民对教育发展规模、速度、办学模式的看法及对子女在受教育的层次、类型选择上的倾向性。国民教育意向反映着社会成员对教育的主观需求。这种需求与社会经济发展对教育的客观需求是在相互矛盾的状态中存在和发展的。认真调查不同地区或不同时期的两种需求,研究它们之间的统一性和矛盾性,对于因地制宜地推进教育改革,促进教育合理发展,无疑具有极为重要的意义。
In recent years, experiments have been carried out in various places to reform the mode of running junior high schools, and some have achieved initial success. But there are many other places with little success. There are many reasons for such a situation. However, the reform can not but be an important reason for considering the needs of social and economic development as well as the conditions of education itself while neglecting to probe into the intention of national education. The so-called “intention of national education” refers to the people's understanding and attitude towards education. Specifically, they show their opinions on the scale, speed and mode of education development as well as the preference of children on the level of education and type selection. National education intentions reflect the subjective needs of members of society for education. This demand and the objective needs of social and economic development for education exist and develop in mutually contradictory conditions. Carefully investigating the two needs in different regions or different periods and studying the unity and contradictions among them is undoubtedly of great significance in advancing education reform in accordance with the local conditions and in promoting the rational development of education.
