由于周边空域结构复杂,航班起降压力大,当前国内外大型繁忙机场多数配备进场或者离场管理系统,辅助管制员对本场起降航班进行管理。然而随着航班量的不断增加,进离场管理系统独立运行的弊端限制了机场服务能力的进一步提升。为此国际民航组织在下一代航空运输系统发展规划中明确提出进离场一体化运行的要求。文章针对进离场一体化运行需求,研究并设计了进离场管理系统协同运行的机制与流程,充分挖掘现有系统潜能,提升机场服务能力,同时注重降低投入成本。
Due to the complex structure of the surrounding airspace and the pressure for taking off and landing flights, most of the domestic large-scale and busy airports are equipped with an approach or departure management system to assist the controllers to manage the flight taking off and landing. However, with the continuous increase of flight volume, the drawbacks of entering the departure management system independently restrict the further improvement of airport service capability. To this end, ICAO clearly put forward the requirements for the integrated operation of the departure evacuation in the development planning of next generation air transport system. In this paper, according to the requirements of the integrated operation of departure and departure, the mechanism and flow of coordinated operation of departure management system are researched and designed to fully tap the potentials of existing systems and enhance the service capability of the airport, meanwhile, reduce the input cost.
