科技体制改革的形势思路与任务

党的十四大确立了建立社会主义市场经济体制的改革总目标,我国的经济发展与改革由此进入了一个新阶段。为了适应新形势,进一步明确科技体制改革的思路、目标与任务,1992年12月,我们就科技改革的有关问题进行了问卷调查。被调查的有25个部委和23个省市主管科技工作的部省长、司局长、科委主任,以及全国人大和政协的部分专家委员,共计71人。现将调查结果及相关研究综合分析如下。一、科技体制改革的环境与形势我国科技体制改革作为国家总体改革的组成部分,始终受到经济发展与改革以及社会技术进步需求状况的制约与影响。 The 14th National Congress of the Communist Party of China established the general goal of reform in establishing a socialist market economic system. As a result, China’s economic development and reform have entered a new phase. In order to adapt to the new situation and further clarify the thinking, goals and tasks of the scientific and technological system reform, in December 1992 we conducted a questionnaire survey on issues related to scientific and technological reform. A total of 71 people were investigated by 25 ministries and commissions and 23 provincial and ministerial ministries and commissions responsible for scientific and technological work, director of the department, director of the Science and Technology Commission, and some experts and members of the NPC and the CPPCC. Now the survey results and related studies are as follows. I. The Environment and Situation of Science and Technology System Reform As an integral part of the country’s overall reform, China’s science and technology system reform has always been constrained and influenced by the needs of economic development and reform and the progress of social technology.
